Therefore, as long as they pay the tax, they can stay in the stilt houses. --- ＂社子島圓滿人生房產服務ｘ以哈伯格稅制擁有＂是在台北國際藝術中心駐村作的＂氣候變遷、區段徵收下的台北想像＂的計畫之二。時屆2050年，因氣候變遷，海平面上升，社子島原本六米高的堤防外，開始有不具地主或地主不詳的地方，可能搭建高腳屋聚落，聚落居民們享受與水共生、兩棲交通的便利，出有船或出有車。這原本可能只是一群找到在社子島落腳的人發現他們能提供的住房服務，後來自治發展成由當中稍有錢財的人買下房產，由入住戶負擔稅金，只要住的人繳得起稅，就可以一直住下去，房產持有人也不會變賣。倘使有人以更高價購買房產，致使原住戶無法負擔稅金，選擇搬離，房產的新持有人就要自己負擔哈伯格稅制的稅額。訂價越高，擁有者要付出的稅金就越高。
