Terminatezz Pass started as a drop on tezos holders who won the auction for Treasure were rewarded with the first 10 Terminatezz Pass (this was NOT known to the bidders during the auction and was a great reward for early supporters.)

the first two drops (1,2) for the terminatezz pass followed the traditional mechanic of all holders receiving each drop.
they do have different editions numbers however because terminatezz did not wait to sell out to start rewarding holders.
